Your Opportunity

Stantec is seeking an independent contractor for a hybrid role of Construction Coordinator, Welding & Coating Inspector (CCI) is a position that typically supports smaller pipeline & facility integrity type projects. This position typically reports to the Project Manager (PM) or Client Representative and is responsible for those tasks listed under the heading project responsibilities. These tasks may vary from project to project so the project specific roles and responsibilities should be updated as required for each specific project.

The primary responsibility of the CCI is to monitor and report on the work being executed on site by the Construction Contractor and their sub-contractors to assist the PM/Client in ensuring the work is being executed in accordance with the engineering design, specifications and construction contract. The CCI also provides a quality assurance role overseeing the Contractors work to validate compliance with design, standards and specification requirements. The CCI will advise the PM/Client of any issues or risks observed and provide recommendations on proposed remedial actions for PM/Client’s approval. The CCI does not have fiscal authority to make decisions independently that have a monitory impact to the project without PM/Client approval.

Your Key Responsibilities

The CCI provides construction monitoring and inspection services for site construction work.

The CCI will manage and coordinate work with Stantec sub-contractors or Stantec personnel engage with the work such as NDE, Survey, Environmental services and others as may be required.

The CCIs monitoring and reporting function also includes making recommendations on proposed remedial actions for PM/Client’s approval.

Prime Contractor responsibility for health and safety rests with the Client or the Construction Contractor. The CCI provides Health and Safety oversight and has authority to stop work that is unsafe and not in compliance with the project specific safety plan. The term Prime Contractor as it relates to who is ultimately responsible for site Health and Safety varies from jurisdiction to jurisdiction and may be edited as it applies to the local terminology.

Validate certifications from construction personnel executing critical tasks to ensure they are properly qualified as may be required

Issue incident reports and nonconformance reports and follow up on investigations and reporting on whether corrective actions have been put in place. Information to be effectively communicated to the whole construction team.

Provides constructability support to the project team as may be required.

Provide input to PM/Client with development of the Construction Execution Plan (CEP)

Provide quality assurance for the construction work. Includes approval of inspection test plans and inspections of hold points. Main areas for QA that are needed is Welding and Coating inspection. Other QA work the CCI is required to support they can engage technical support as may be required depending on the level of expertise the CCI has for the specific tasks.

Issue nonconformance reports where the Contractor has not met requirements for the work and oversee implementation of corrective actions.

Identify and communicate issues and risks to the PM/Client as they are identified. Work with the PM to document issues and risks and make recommendations as to remedial actions necessary to mitigate risks as part of the overall risk management plan.

Provide input to PM/Client on Contractors performance. Identify area’s that may need improvement.

Provide daily reports on work completed along with taking pictures of the work.

Validate Contractor daily Labour, equipment & material reports (LEM) for quantities only. Rates will be validated by project controls team.

Support request for information process.

Provide input to PM/Client on change requests being made by the Contractor

Review Construction Contractors material management program for compliance with preservation as recommended by suppliers.

Coordination of free issued material with supply chain management and Construction Contractor.

Establish document turnover requirements and maintain records as required

Document construction deficiency and maintain as action items to be completed prior to project close out.

The tasks listed above are typical general roles and responsibilities but must be tailored to each project.

Qualifications

Your Capabilities and Credentials

Effective leadership skills, taking initiative on tasks and delegating tasks to other team members.

Broad technical expert in all relevant areas of construction, and understanding of various design and construction methods.

Subject matter expert in local, state and federal building codes, construction principles, techniques and procedures, occupational hazards and safety precautions.

Excellent written and verbal communication skills.

Excellent organizational skills and understanding of task assignment and schedule.

Ability to solve complex problems using sound professional judgment, creativity and innovation.

Education and Experience

5 years in a supervisory type experience on construction projects

CWB 2 certification

NACE level 2 Certification

Field work is required which includes exposure to the elements and possibly inclement weather.
