Duties

Operates a wheel-mounted, farm-type tractor with towed or attached equipment such as a 20 boom mower and a slope mower.

Operates a backhoe and skid loader to perform grounds maintenance functions such as removing trees, digging trenches and ditches, and loading/unloading soil.

Performs forklift truck operator duties.

Operates government vehicles such as a pickup truck and sedan to transport equipment, supplies, and personnel.

Performs routine vehicle maintenance.

Performs repairs and maintenance such as painting, cement and masonry, electrical, carpentry and plumbing work.

Requirements

Conditions of Employment

You must be a U.S. Citizen or Naturalized U.S. Citizen.

You must obtain and maintain a favorable background investigation.

You may be required to serve a one year probationary period.

You must possess and maintain a valid U. S. Motor Vehicle Driver License, without impeding restrictions, and issued by a U. S. state, the District of Columbia, or a U. S. territory.

You must successfully complete a pre-employment medical examination.

You must pass a pre-employment drug test and pass periodic drug testing thereafter. A positive result will prevent employment or subject the incumbent to disciplinary action, up to removal from the position.

You may be exposed to viruses and bacteria; upon your request, you may receive preventative vaccinations against Hepatitis A, Hepatitis B, Typhoid Fever, Tuberculosis, and Tetanus at the agency’s expense.

You may be required to use a face-fitted respirator.

You must be able to lift and carry up to 44 pounds unassisted, and 45 pounds or more with assistance.

You may be subjected to strenuous work; and sustain periods of substantial walking, bending, stooping, standing, crouching, stretching, and reaching; the pre-employment medical examination will evaluate all such requirements.

Direct deposit of federal pay is required.

You may be required to report for duty under emergency response conditions such as flooding and plant emergencies.

You may be required to work extended rotating shifts, perform strenuous work such as sandbagging and shoveling while under adverse weather conditions and temperature extremes.

Minimum Qualification Requirement – To qualify, there is no specific length of training or experience required; however, your resume must demonstrate enough experience to show your ability to perform the duties of a Tractor Operatorwithout more than normal supervision. Examples of such experience include: Operating a wheel-mounted, farm-type tractor with towed or attached equipment on rough, uneven, and sloped terrain; using hydraulic or mechanical controls to operate a 20 foot boom mower and a slope mower while safely steering the tractor to compensate for the degree of the slope and the stability of the ground; performing operator-level maintenance; operating a backhoe and a skid loader; operating a forklift truck to move, load, and unload materials and supplies while driving over both level surfaces and rough terrain; ability to lift, lower, and tilt the forks, determine if the vehicle can lift a particular load, and if the load is balanced properly; vehicle operation; and knowledge of and skill in Basic Trade Practices*, methods, and techniques associated with the repair and maintenance work such as painting, electrical, carpentry, masonry, and plumbing.

  • Basic Trade Practices: painting work, preparing surfaces by methods such as sandblasting, wire brushing, scraping or using prepared solvents, thinning, stirring, and mixing common coating materials, spraying, brushing, or rolling the materials; concrete and minor masonry work, including mixing, pouring, spreading, and leveling concrete and mortar by using tools (such as a trowel and straight edge), removing broken concrete, preparing the surface for repair, building and setting forms, and minor masonry repairs; carpentry work measuring, cutting, constructing, installing, and repairing a variety of items such as frame structures, shelving, cabinets, doors; using a variety of common hand and power tools such as hammers, screwdrivers, pliers, hand saws, power drills, power saws, power nailers, levels, measuring tapes, and squares; electrical work, making basic electrical repairs such as replacing wall switches, light fixtures, outlets, etc. and occasionally installing new outlets and light fixtures; using basic hand tools and portable power tools such as screwdrivers, pliers, wire cutters, and drills; plumbing work, basic plumbing repairs, measuring and cutting pipes, and caulking and sealing elbows, union joints, faucets, and drains; using basic tools such as tapes, hacksaws, pipe threaders, caulking guns, and pipe wrenches; landscaping work, cutting vegetation growth including trees and shrubs; using an electric mower and trimmer, common gardening tools, and use of landscaping irrigation pop-up sprayers and pulsating sprinklers; mechanical work, painting of parts and components, disassembling, screwing and bolting, locating tools and parts, and lifting and carrying materials; using basic hand and power tools such as hammers, chisels and hand snips; metal works, minor arc (stick) welding of minor parts, supplying and holding materials and tools, and taking measurements; using an arc welder, soldering iron, and tools such as chipping hammer, electrode holder, and welding cables.

Part-Time or Unpaid Experience: Credit will be given for appropriate unpaid work on the same basis as for paid experience. Physical Effort

Representative duties entail the following functional requirements: Unassisted heavy lifting and carrying of items weighing 45 or more pounds; lifting and carrying of items weighing substantially over 45 pounds with the assistance of others or by using equipment such as carts, hand trucks, and dollies; recurring walking, standing, stooping, bending and kneeling to work in cramped or hard-to-reach places; using legs and arms to climb ladders, scaffolds, and large equipment; reaching above shoulders; engaging in rapid mental and muscular coordination simultaneously to operate multiple vehicle controls; using arms for boat operation by rowing; using near and far vision (correctable) and depth perception to read instructions, monitor gauges, and operate mobile equipment; hearing (aid permitted) to monitor equipment operation and voice communication; and adjusting to considerable strain caused by constant vibration of equipment and continual jerking and jolting from operating mobile equipment over rough surfaces.

Working Conditions

The work environment involves moderate to high risks with exposure to potentially dangerous situations or unusual environmental stress that require a range of safety and other precautions, such as: Working at heights using ladders, platforms, or scaffolds, and working under extreme outdoor weather conditions. Subject to occasional incursions of venomous spiders and snakes, vultures, and other wild life indigenous to southern border areas, or similar situations where conditions cannot be controlled. Working with solvents, fumes, oils, greases and other chemicals and exposure to dirt

and dust. Working at locations with high noise levels and vibrations. Working at slippery surfaces and open waterways. Working in environmental conditions that require inoculations for tetanus, tuberculosis, Hepatitis Type A and Hepatitis Type B. Uses safety equipment and protective clothing to eliminate or mitigate unsafe exposure and injuries such as safety shoes, goggles, hearing protection, coveralls, gloves, face shields, hard hats, fall protection, and personal floatation device. The occasional use of self-contained breathing apparatus (SCBA) or face-fitted respirators is required, following a medical examination to determine any limitations to complying with this requirement.
