Overview

JOB SUMMARY: Under general supervision, performs welding duties. Uses tools and equipment required to maintain, install and repair gas mains. Performs other tasks and duties as directed.

ESSENTIAL JOB FUNCTIONS:
Performs position, overhead welds and layout on pipe fittings, tie-ins and branch connections.

Repairs and installs parts for equipment, machinery, piping, tools, and other metal objects in accordance with appropriate industry standards.

Performs cuttings, fittings and brazing; Makes both gas and electric welds of all types under difficult conditions (in bell-holes, under emergency time limits, and on high-stress/tension pipes, etc.); works in or near the presence of “live” natural gas performing work which may permit gas to escape; maintains and adjusts gas and electric welding equipment; performs heat fusion on polyethylene gas lines.

Works with pipeline crew on leaking gas mains, replacements, retirements and the extension of gas mains; Assists with meter sets and removals; assists with the loading and unloading of pipe; operates all equipment used to accomplish daily tasks such as jackhammers, backhoes, trenchers, pipe locators, leak detectors, dump trucks, and all fusion equipment.

Works in any gas leak emergency and crisis of low pressure.

Interprets and works from engineering drawings.

Observes and enforces safety rules and regulations.

Must pass all qualification exams as required by the Railroad Commission of Texas.

Participates in rotational stand-by, works weekends and holidays as needed, subject to call outs on emergencies.

Responsible for the cleaning and washing, maintaining and servicing of tools and equipment.

Helps maintain the Gas Department yard and warehouse.

Performs other related duties as required.

SUPERVISION RECEIVED AND EXERCISED:
Receives supervision from Crew Leader, Assistant Gas Superintendent, and Gas Superintendent as applicable. Position has no formal assigned supervisory responsibility or authority.

WORKING CONDITIONS: The principal duties of this position are performed in a field environment, at development and work sites on uneven and rough terrain. Required to work in outside weather conditions, including heat, cold and temperature swings, for extended periods of time. Climbs, crawls, kneels, squats, stoops and bends freely when welding, repairing, constructing, treading, or maintaining gas lines. Sits or stands for extended periods of time. Exposure to “live” gas, dust, fumes, loud noises and other hazards that are routinely encountered while working at or around gas mains. Work further involves moderate risks or discomforts that require special safety precautions. Required to wear uniforms and safety gear. While performing the duties of this job, the employee works near heavy equipment and moving mechanical parts.

ALCOHOL AND DRUG TESTING POLICY:
This position is subject to the City of Del Rio’s Alcohol and Drug Testing Policy which may include Pre-employment testing, Post-Accident Testing, Random Testing, Reasonable Suspicion Testing, Return to Duty Testing, and Follow-Up Testing.

MINIMUM QUALIFICATIONS:
Education and Experience:
High School Diploma or GED. Two years welding experience required.

Knowledge, Skills and Abilities:
Ability to interpret oral and written instructions and refers deviations, problems or unfamiliar situations to supervisor for proper decisions and guidance.

Skilled in safety regulations, work practices and procedures.

Ability to establish and maintain effective working relationships with supervisors, co-workers, other departments and the general public

Ability to safely operate and care for assigned vehicle, machinery, tools and equipment in carrying out the business of the department and the City.

Other:
Valid Texas Drivers’ License, Class C.

Must successfully pass all qualification exams as required by the Texas Railroad Commission., the Operator Qualification Training Program, Poly/Electro fusion test and successfully pass an annual Welding Certification under ASME Section IX or, API 1104 within the probationary period
