General Statement of Job

Under general supervision, performs welding, hydraulic repair and fabrication in the maintenance of City vehicles and equipment. Also performs heavy mechanical work ranging from commercial lawn equipment to heavy construction equipment.

Specific Duties and Responsibilities

Essential Functions:
Interacts and communicates with various groups and individuals such as the immediate supervisor.

Maintains accurate and complete records of work performed.

Maintains an orderly and clean shop area.

Makes service calls in the field when necessary to repair broken equipment.

May design or assist in designing pneumatic and hydraulic components for special applications on equipment.

Operates a truck, and/or uses welding equipment, cutting torch, plasma cutter, forklift, etc.

Orders materials and parts as needed.

Performs the mechanical/hydraulic repair of department and City vehicles and equipment.

Services shop equipment.

Welds and fabricates parts as required.

Minimum Education and Training

Requires a high school diploma or GED equivalent supplemented by two (2) years of mechanical and hydraulic repair experience, or an equivalent combination of education, training and experience that provides the required knowledge, skills and abilities. Must possess required technical certification(s) and forklift operator certification. Factory certifications from manufacturers of the equipment serviced is required. Must possess and maintain a valid state of Florida driver’s license.

Minimum Qualifications and Standards Required

Skill Requirements:
Has knowledge of the methods, procedures and policies of the Public Works Department as they pertain to the performance of duties of the Welder. Has the ability to comprehend, interpret and apply regulations, procedures and related information. Has thorough knowledge of the methods, equipment, tools and materials used in the maintenance and repair of vehicles and equipment. Has thorough knowledge of welding and fabrication methods. Is able to make routine to complicated repairs and adjustments to equipment and to design and fabricate parts and components as needed. Has skill in the care and use of required vehicles, tools and equipment.

Has the ability to offer assistance to co-workers and employees of other departments as required. Is able to use independent judgment in performing routine tasks. Has the ability to learn and utilize new skills and information to improve job performance and efficiency. Is able to read and interpret materials pertaining to the responsibilities of the job. Is able to prepare required records and reports. Has knowledge of the terminology used within the department.

Knows how to perform duties in a courteous manner and communicate effectively with a variety of individuals as prescribed. Has the mathematical ability to perform required computations and measurements.

Physical Requirements:
Must be physically able to operate vehicles, heavy equipment, and a variety of machines and equipment including welding tools, various hand and power tools, etc. Tasks involve the ability to exert heavy physical effort in heavy work, typically involving some combination of climbing and balancing, stooping, kneeling, crouching and crawling, and the lifting, carrying, pushing and pulling of moderately heavy objects and materials (20-50 pounds) and occasionally heavy objects and materials (up to 100 pounds).

Responsibilities:
Maintains high standards of accuracy in exercising duties and responsibilities. Exercises immediate remedial action to correct any quality deficiencies that occur in areas of responsibility. Maintains high quality communication and interaction with internal and external entities with whom the position interacts.

Performs described Essential Functions and related assignments efficiently and effectively in order to produce quantity of work which consistently meets established standards and expectations.

Assumes responsibility for completing assigned work. Completes assigned work within deadlines in accordance with directives, policy, standards and prescribed procedures. Maintains accountability for assigned responsibilities in the technical, human and conceptual areas.

Exercises analytical judgment in areas of responsibility. Identifies issues or situations as they occur and specifies decision objectives. Identifies or assists in identifying alternative solutions to issues or situations. Implements decisions in accordance with prescribed and effective policies and procedures and with a minimum of errors. Seeks expert or experienced advice where appropriate and researches issues, situations and alternatives before exercising judgment.

Working Conditions:
Works indoors and outdoors in all types of weather. Has knowledge of applicable occupational hazards and safety precautions. Is able to work effectively despite exposure to extreme heat or cold, wetness, humidity, odors, smoke, toxic agents, noise, vibrations, machinery hazards, dusts, dirt, and electrical currents. Knows how to react calmly and quickly in emergency situations.
